46Even all they that were numbered were six hundred thousand and three thousand and five hundred and fifty.

47But the Levites after the tribe of their fathers were not numbered among them.

48For the LORD had spoken unto Moses, saying,

49Only thou shalt not number the tribe of Levi, neither take the sum of them among the children of Israel:

50But thou shalt appoint the Levites over the tabernacle of testimony, and over all the vessels thereof, and over all things that belong to it: they shall bear the tabernacle, and all the vessels thereof; and they shall minister unto it, and shall encamp round about the tabernacle.

51And when the tabernacle setteth forward, the Levites shall take it down: and when the tabernacle is to be pitched, the Levites shall set it up: and the stranger that cometh nigh shall be put to death.

52And the children of Israel shall pitch their tents, every man by his own camp, and every man by his own standard, throughout their hosts.

53But the Levites shall pitch round about the tabernacle of testimony, that there be no wrath upon the congregation of the children of Israel: and the Levites shall keep the charge of the tabernacle of testimony.

54And the children of Israel did according to all that the LORD commanded Moses, so did they.

49Onely thou shalt not number the tribe of Leui, neither take the summe of them among the children of Israel.

50But thou shalt appoint the Leuites ouer the Tabernacle of Testimonie, and ouer all the vessels thereof, and ouer all things that belong to it: they shall beare the Tabernacle, and all the vessels thereof, and they shall minister vnto it, and shall encampe round about the Tabernacle.

51And when the Tabernacle setteth forward, the Leuites shall take it downe: and when the Tabernacle is to be pitched, the Leuites shall set it vp: and the stranger that commeth nigh, shall be put to death.

52And the children of Israel shall pitch their tents euery man by his own campe, and euery man by his owne standerd, throughout their hostes.

53But the Leuites shall pitch round about the Tabernacle of Testimonie, that there be no wrath vpon the Congregation of the children of Israel: and the Leuites shall keepe the charge of the Tabernacle of Testimonie.

54And the children of Israel did according to all that the Lord commanded Moses, so did they.

In the year following that of the Israelites' departure from the land of Egypt, on the first day of the second month, the LORD said to Moses in the meeting tent in the desert of Sinai:

2 "Take a census of the whole community of the Israelites, by clans and ancestral houses, registering each male individually.

3 You and Aaron shall enroll in companies all the men in Israel of twenty years or more who are fit for military service.

4 "To assist you there shall be a man from each tribe, the head of his ancestral house.

5 These are the names of those who are to assist you: from Reuben: Elizur, son of Shedeur;

19 as the LORD had commanded Moses. This is their census as taken in the desert of Sinai.

20 Of the descendants of Reuben, the first-born of Israel, registered by lineage in clans and ancestral houses: when all the males of twenty years or more who were fit for military service were polled,

21 forty-six thousand five hundred were enrolled in the tribe of Reuben.

45 The total number of the Israelites of twenty years or more who were fit for military service, registered by ancestral houses,

46 was six hundred and three thousand, five hundred and fifty.

47 The Levites, however, were not registered by ancestral tribe with the others.

48 For the LORD had told Moses,

49 "The tribe of Levi alone you shall not enroll nor include in the census along with the other Israelites.

50 You are to give the Levites charge of the Dwelling of the commandments with all its equipment and all that belongs to it. It is they who shall carry the Dwelling with all its equipment and who shall be its ministers. They shall therefore camp around the Dwelling.

51 When the Dwelling is to move on, the Levites shall take it down; when the Dwelling is to be pitched, it is the Levites who shall set it up. Any layman who comes near it shall be put to death.

52 While the other Israelites shall camp by companies, each in his own division of the camp,

53 the Levites shall camp around the Dwelling of the commandments. Otherwise God's wrath will strike the Israelite community. The Levites, then, shall have charge of the Dwelling of the commandments."

54 All this the Israelites fulfilled as the LORD had commanded Moses.

Chapter 1 THE CENSUS taken at Mt. Sinai showed 603,550 above the age of 20, exclusive of the Levites v: 45-47 CENSUS TAKE AGAIN 18 later showed 601,730 above the age of 20.

The book of Numbers is a translation of the Latin, Numeri, in turn a translation from the Greek, Arithmoi.
These terms were used for the titles for the book in the Vulgate and the LXX respectively. The Jews know the book as “in the Wilderness” 
To properly appreciated this book you have to take it as it is, a collection of lists, laws, itineraries, and traditions which Israel gathered up and preserved as part of its heritage of a past time.

1-4 Census of the Men of War Ordered
Numbers give you a time and place, in the wilderness of Sinai, and the time as the first day of the second month in the second year after leaving Egypt. The question that has to be asked is did the calendar stay preserved so the writer in Babylon five hundred years afterward would have the exact day, Plus the Wilderness of Sinai was so large that you still wouldn’t know where it took place.

5 – 19 Heads of the Tribes

v 2-16. God commands Moses to take a census, an accurate head count of all the males of Israel twenty years old and above who were able bodied and could go to war. He and Aaron were to number them individually by their families in each of their tribes. They were to take along to assist them a man from every tribe, who was head of the tribal house, and the Lord even supplied their names. They were the head of thousands, and the highest class officers in Israel.

20 – 47 The Census

v 17-46. The people were immediately assembled for this census, but they may not have been able to complete such a vast numbering the same day unless there was already an established system. Having had military training, Moses brought them out of Egypt harnessed, or in ranks, Ex. 13:18, and he had establish further order at Sinai, so they may have been organized to do it. The number in each tribe is listed with the total being 603, 550. The number given in Ex. 12:37 was about 600,000, so with other men, women and children plus Levites and their families there were surely 2-3 million people. This may seem excessive, but no other attempted explanation is satisfactory. Consider Balak’s words in Num. 22:5, “they cover the face of the earth”.

48 – 54 The Levites

v 47. The Levites were not numbered among the Israelites, because they would not go out to war. In 3:14 they were numbered at 22,273 males a month old or more.

 

v 48-54. The task of the Levites was to take care of all things about the tabernacle including taking it down, transporting it and setting it up. Any others who came close at that time would be put to death. All the tribes would camp surrounding the tabernacle as God would command in chapter 2, but the Levites would camp between them and the tabernacle, so the wrath of God would not come upon them for intrusions.
