1 And the LORD spake unto Moses after the death of the two sons of Aaron, when they offered before the LORD, and died;

2And the LORD said unto Moses, Speak unto Aaron thy brother, that he come not at all times into the holy place within the vail before the mercy seat, which is upon the ark; that he die not: for I will appear in the cloud upon the mercy seat.

3Thus shall Aaron come into the holy place: with a young bullock for a sin offering, and a ram for a burnt offering.

4He shall put on the holy linen coat, and he shall have the linen breeches upon his flesh, and shall be girded with a linen girdle, and with the linen mitre shall he be attired: these are holy garments; therefore shall he wash his flesh in water, and so put them on.

5And he shall take of the congregation of the children of Israel two kids of the goats for a sin offering, and one ram for a burnt offering.

6And Aaron shall offer his bullock of the sin offering, which is for himself, and make an atonement for himself, and for his house.

7And he shall take the two goats, and present them before the LORD at the door of the tabernacle of the congregation.

8And Aaron shall cast lots upon the two goats; one lot for the LORD, and the other lot for the scapegoat.

9And Aaron shall bring the goat upon which the LORD'S lot fell, and offer him for a sin offering.

10But the goat, on which the lot fell to be the scapegoat, shall be presented alive before the LORD, to make an atonement with him, and to let him go for a scapegoat into the wilderness.

11And Aaron shall bring the bullock of the sin offering, which is for himself, and shall make an atonement for himself, and for his house, and shall kill the bullock of the sin offering which is for himself:

12And he shall take a censer full of burning coals of fire from off the altar before the LORD, and his hands full of sweet incense beaten small, and bring it within the vail:

13And he shall put the incense upon the fire before the LORD, that the cloud of the incense may cover the mercy seat that is upon the testimony, that he die not:

14And he shall take of the blood of the bullock, and sprinkle it with his finger upon the mercy seat eastward; and before the mercy seat shall he sprinkle of the blood with his finger seven times.

15Then shall he kill the goat of the sin offering, that is for the people, and bring his blood within the vail, and do with that blood as he did with the blood of the bullock, and sprinkle it upon the mercy seat, and before the mercy seat:

16And he shall make an atonement for the holy place, because of the uncleanness of the children of Israel, and because of their transgressions in all their sins: and so shall he do for the tabernacle of the congregation, that remaineth among them in the midst of their uncleanness.

17And there shall be no man in the tabernacle of the congregation when he goeth in to make an atonement in the holy place, until he come out, and have made an atonement for himself, and for his household, and for all the congregation of Israel.

18And he shall go out unto the altar that is before the LORD, and make an atonement for it; and shall take of the blood of the bullock, and of the blood of the goat, and put it upon the horns of the altar round about.

19And he shall sprinkle of the blood upon it with his finger seven times, and cleanse it, and hallow it from the uncleanness of the children of Israel.

20And when he hath made an end of reconciling the holy place, and the tabernacle of the congregation, and the altar, he shall bring the live goat:

21And Aaron shall lay both his hands upon the head of the live goat, and confess over him all the iniquities of the children of Israel, and all their transgressions in all their sins, putting them upon the head of the goat, and shall send him away by the hand of a fit man into the wilderness:

22And the goat shall bear upon him all their iniquities unto a land not inhabited: and he shall let go the goat in the wilderness.

23And Aaron shall come into the tabernacle of the congregation, and shall put off the linen garments, which he put on when he went into the holy place, and shall leave them there:

24And he shall wash his flesh with water in the holy place, and put on his garments, and come forth, and offer his burnt offering, and the burnt offering of the people, and make an atonement for himself, and for the people.

25And the fat of the sin offering shall he burn upon the altar.

26And he that let go the goat for the scapegoat shall wash his clothes, and bathe his flesh in water, and afterward come into the camp.

27And the bullock for the sin offering, and the goat for the sin offering, whose blood was brought in to make atonement in the holy place, shall one carry forth without the camp; and they shall burn in the fire their skins, and their flesh, and their dung.

28And he that burneth them shall wash his clothes, and bathe his flesh in water, and afterward he shall come into the camp.

29And this shall be a statute for ever unto you: that in the seventh month, on the tenth day of the month, ye shall afflict your souls, and do no work at all, whether it be one of your own country, or a stranger that sojourneth among you:

30For on that day shall the priest make an atonement for you, to cleanse you, that ye may be clean from all your sins before the LORD.

31It shall be a sabbath of rest unto you, and ye shall afflict your souls, by a statute for ever.

32And the priest, whom he shall anoint, and whom he shall consecrate to minister in the priest's office in his father's stead, shall make the atonement, and shall put on the linen clothes, even the holy garments:

33And he shall make an atonement for the holy sanctuary, and he shall make an atonement for the tabernacle of the congregation, and for the altar, and he shall make an atonement for the priests, and for all the people of the congregation.

34And this shall be an everlasting statute unto you, to make an atonement for the children of Israel for all their sins once a year. And he did as the LORD commanded Moses.

19And he shall sprinkle of the blood vpon it with his finger seuen times, and clense it, and hallow it from the vncleannesse of the children of Israel.

23And Aaron shall come into the Tabernacle of the Congregation, and shal put off the linnen garments which he put on, when he went in to the holy place, and shall leaue them there.

24And he shall wash his flesh with water in the holy place, and put on his garments, and come foorth, and offer his burnt offering, and the burnt offering of the people, and make an atonement for himselfe, and for the people.

25And the fat of the sinne offering shall he burne vpon the Altar.

26And he that let goe the goat for the Scape-goat, shal wash his clothes, and bathe his flesh in water, and afterward come into the Campe.

27And the bullocke for the sinne offering, and the goat for the sin offering, whose blood was brought in, to make atonement in the holy place, shall one cary foorth without the Campe, and they shal burne in the fire their skinnes and their flesh, and their doung.

29 And this shall be a statute for euer vnto you: that in the seuenth moneth, on the tenth day of the moneth, ye shall afflict your soules, & doe no worke at all, whether it bee one of your owne countrey, or a stranger that soiourneth among you.

30For on that day shal the Priest make an atonement for you, to cleanse you, that yee may bee cleane from all your sinnes before the Lord.

31It shall be a Sabbath of rest vnto you, and ye shall afflict your soules by a statute for euer.

1 After the death of Aaron's two sons, who died when they approached the LORD'S presence, the LORD spoke to Moses

2 and said to him, "Tell your brother Aaron that he is not to come whenever he pleases into the sanctuary, inside the veil, in front of the propitiatory on the ark; otherwise, when I reveal myself in a cloud above the propitiatory, he will die.

3 Only in this way may Aaron enter the sanctuary. He shall bring a young bullock for a sin offering and a ram for a holocaust.

4 He shall wear the sacred linen tunic, with the linen drawers next his flesh, gird himself with the linen sash and put on the linen miter. But since these vestments are sacred, he shall not put them on until he has first bathed his body in water.

5 From the Israelite community he shall receive two male goats for a sin offering and one ram for a holocaust.

6 "Aaron shall bring in the bullock, his sin offering to atone for himself and for his household.

7 Taking the two male goats and setting them before the LORD at the entrance of the meeting tent,

8 he shall cast lots to determine which one is for the LORD and which for Azazel.

9 The goat that is determined by lot for the LORD, Aaron shall bring in and offer up as a sin offering.

10 But the goat determined by lot for Azazel he shall set alive before the LORD, so that with it he may make atonement by sending it off to Azazel in the desert.

11 "Thus shall Aaron offer up the bullock, his sin offering, to atone for himself and for his family. When he has slaughtered it,

12 he shall take a censer full of glowing embers from the altar before the LORD, as well as a double handful of finely ground fragrant incense, and bringing them inside the veil,

13 there before the LORD he shall put incense on the fire, so that a cloud of incense may cover the propitiatory over the commandments; else he will die.

14 Taking some of the bullock's blood, he shall sprinkle it with his finger on the fore part of the propitiatory and likewise sprinkle some of the blood with his finger seven times in front of the propitiatory.

15 "Then he shall slaughter the people's sin-offering goat, and bringing its blood inside the veil, he shall do with it as he did with the bullock's blood, sprinkling it on the propitiatory and before it.

16 Thus he shall make atonement for the sanctuary because of all the sinful defilements and faults of the Israelites. He shall do the same for the meeting tent, which is set up among them in the midst of their uncleanness.

17 No one else may be in the meeting tent from the time he enters the sanctuary to make atonement until he departs. When he has made atonement for himself and his household, as well as for the whole Israelite community,

18 he shall come out to the altar before the LORD and make atonement for it also. Taking some of the bullock's and the goat's blood, he shall put it on the horns around the altar,

19 and with his finger sprinkle some of the blood on it seven times. Thus he shall render it clean and holy, purged of the defilements of the Israelites.

20 "When he has completed the atonement rite for the sanctuary, the meeting tent and the altar, Aaron shall bring forward the live goat.

21 Laying both hands on its head, he shall confess over it all the sinful faults and transgressions of the Israelites, and so put them on the goat's head. He shall then have it led into the desert by an attendant.

22 Since the goat is to carry off their iniquities to an isolated region, it must be sent away into the desert.

23 "After Aaron has again gone into the meeting tent, he shall strip off and leave in the sanctuary the linen vestments he had put on when he entered there.

24 After bathing his body with water in a sacred place, he shall put on his vestments, and then come out and offer his own and the people's holocaust, in atonement for himself and for the people,

25 and also burn the fat of the sin offering on the altar.

26 "The man who has led away the goat for Azazel shall wash his garments and bathe his body in water; only then may he enter the camp.

27 The sin-offering bullock and goat whose blood was brought into the sanctuary to make atonement, shall be taken outside the camp, where their hides and flesh and offal shall be burned up in the fire.

28 The one who burns them shall wash his garments and bathe his body in water; only then may he enter the camp.

29 "This shall be an everlasting ordinance for you: on the tenth day of the seventh month every one of you, whether a native or a resident alien, shall mortify himself and shall do no work.

30 Since on this day atonement is made for you to make you clean, so that you may be cleansed of all your sins before the LORD,

31 by everlasting ordinance it shall be a most solemn sabbath for you, on which you must mortify yourselves.

32 "This atonement is to be made by the priest who has been anointed and ordained to the priesthood in succession to his father. He shall wear the linen garments, the sacred vestments,

33 and make atonement for the sacred sanctuary, the meeting tent and the altar, as well as for the priests and all the people of the community.

34 This, then, shall be an everlasting ordinance for you: once a year atonement shall be made for all the sins of the Israelites." Thus was it done, as the LORD had commanded Moses.

This chapter deals with the Day of Atonement in important details. This is a type of Christ as our High Priest and sacrifice.

 

v 1,2. The Day of Atonement is not immediately upon them, because the recent Feast of the Passover was held on the 14th day of the first month, Lev. 23:5, in March - April, while the Day of Atonement is held on the tenth day of the seventh month, 16:29 & 23:27, which would be October - November. This instruction from the Lord is timely, because the two sons of Aaron have recently been slain for their improper service, Lev. 10:1,2. So the Lord warns not to come at all times into the Holy place behind the veil. Then He goes ahead and spells out the exact ceremony to be followed.

 

v 3,4. After the morning sacrifice on the day of Atonement, Aaron is to wash and put on the plain, holy linen garments without the ephod and breastplate, and a plain linen miter instead of the one with the inscription, Holiness to the Lord, not the beautiful High Priest garments till v 24. Wearing the simple white linen of the other priests may have been commanded because this was a day of humiliation. He brings a young bullock and ram in readiness for himself.
Many Bible teachers refuse to study this out, and many commentators fail to touch it. Clarke and Gill give good explanations.

 

v 5-10. Aaron has two kid goats and a ram in readiness for the congregation. He will cast lots between the goats, one to killed, the other released. All the above animals are offered, or presented before the Lord, but not yet slain. 

 

 

v 11. Now Aaron brings the bullock and kills it for a sin offering to make atonement for himself and his family.

 

v 12,13. Entrance One He takes a censer full of coals from the brazen altar and his hands full of special sweet incense, which he probably places in a vase, (Ex. 30:34-36) and brings them within the veil and puts the incense on the coals. This makes a smoke which not only pleases the Lord, but hides the glory of the Lord over the mercy seat from his view so he will not die.

 

 

v 14. Entrance Two His hands had been full, so he makes a second trip in with blood reserved from his sin offering and sprinkles it on and before the eastern part of the mercy seat seven times. Later Jews tossed an eighth time toward heaven first.

 

v 15-17. Entrance Three Then he goes out and kills the congregation’s goat of sin offering and brings it within the veil and does with it as he did with the other blood. In doing this Aaron makes atonement for the Holy Place because of his own sin and the sins of the people that would separate them from God. This is so important that none of the inferior priests are allowed even in the tabernacle till this is completed.

 

 

 

v 18,19. Then he is to go out and make atonement for the brazen altar of burnt offering by putting blood of the bullock and of the goat on the horns of it and sprinkling blood upon it with his finger seven times to hallow it from Israel’s uncleanness.

 

 

 

v 20-22. When he has finished atoning for all those, he is to put both hands on the head of the live goat, confessing Israel’s sins and putting them on the head of the goat. “Fit” is not used in this exact way any other place in Scripture and is translated timely, in readiness. The man standing ready then takes the goat bearing the people’s sins into the wilderness where it will be gone forever. As far as the east is from the west He has removed our transgressions from us, Ps. 103:12. (Exact meaning of word scapegoat is debated, but is best interpreted, “utter removal”.) 

 

v 23-25. Then Aaron enters the first part of the tabernacle, removes his linen garments, leaving them there. The Jews say they were never worn again, but new ones were given to him every year. Then he washes in water from the laver, puts on the rich high priest garments, comes out and offers the fat and the burnt offerings of his own and the people, v 3 and 5.

 

 

 

v 26. The one who took away the scapegoat must wash his clothes and flesh in water before entering the camp.

 

 

v 27,28. The bullock and goat of sin offering are carried outside the camp and burned entirely except the fat and kidneys, as ordered in Lev. 4. The one who burns them must wash his clothes and flesh before entering camp. 
Fourth Entrance The censer had to be removed from the Holy Place at some time. According to the Talmud, after the evening sacrifice the high priest went in one more time. It is not stated if he went in wearing his rich high priest garments, of if he changed back into the plain linen for that moment. Since nothing is said about changing again, I tend to feel that with all atonement having been made, he may have gone to retrieve it in his rich garments. He brought out the golden censer and returned unto his home with joy that he had done his duty and not died.

 

v 29-32. It was a permanent statute that the people, including a stranger among them, were to annually afflict their souls and do no work at all on the tenth day of the seventh month, the day of atonement. This was to be a sabbath of rest to them forever. Afflicting their souls implies that the ceremonies were ineffective unless there was genuine repentance, which probably included fasting.
To afflict their souls meant not only humility and confession of sin, but abstaining from food, drink, wearing shoes, the marriage bed, or anything else of personal pleasure. No Work, as on a sabbath compared to Servile Work, which was labor. They could cook and walk about.

 

v 33- 34. All successive high priests were to likewise put on the holy linen garments to perform these services on the day of atonement, to make atonement for everything and everyone as done the first time. This was also a permanent statute. Looking back at the time of writing, Moses could report it properly done. However this has been replaced by Christ, Heb. 10:10-14. The high priest could only go in yearly in the prescribed manner or he would die. We can come before the throne of grace at any time and live.
